ORDERS AND REGULATIONS
FOR THE
Port of New York

        1. All vessels moored in the stream of the East or North River, are not to be within 150 fathoms of any wharf—nor shall any vessel be suffered to lie at single anchor within said limits, longer than one tide; and any vessel fouling any other vessel, properly moored in the stream, shall be liable for all damages arising therefrom.

        2. All vessels lying at the wharves of either river, or in the basins or slips, are to have their lower and top-sail yards properly topped—their moveable fore and aft spars, and sprit-sail yard rigged in—stern davits, out riggers an dbumpkins, unshipped—and the anchors taken up, with the crows in upon the fore-castle.

        9. No pitch, tar, or other combustible, to be heated on board any vessel lying at any of the wharves, or in any of the basins or slips—but to be done on floating stages, or boats, or within six feet of the end of a wharf or pier, and to be attended with a bucket of water.

        10. All vessels, that are not employed in discharging or receiving cargoes, are to make room for such others as require to be more immediatlyy accommodated.

        11. All vessels at the end of any wharf, must occasionally haul either way, to accommodate those going in or out of the basins or slips—or quit the birth.

        12. No person shall incumber any of the docks or wharves with spars, boats, goods, merchandize, or other things whatever.

        13. No vessel shall lie in such manner as to obstruct the passage, or in any way to interfere with the Steam or Team Ferry Boats, on either of the rivers, within the limits of this city.
        The penalty for refusing or neglecting to comply with the foregoing Regulations, is Fifty Dollars, with costs of suit.
